Central and Northern IL look to stay high and dry, while Southern IL gets the snow this winter.

It seems to me the un-professional but descriptive word we are looking is that we are being SIDE-SWIPED by El Nino this year and nothing more. Perhaps it will take until 24-25 for it to make up its mind?
